Why BSNL Employees are going to Indefinite Strike from March17 2015?

Is BSNL really going to be Sick PSU, if yes, then why BSNL is loss making PSU. Opening the BSNL revenue Pandora BOX to some extent
Why every time when it comes to BSNL, people are thinking BSNL is a loss making firm, technically speaking, according to the trend of telecom sector development no telecom company should incur loss. This is why many of the leading service providers are registering profits day by day. What happens to BSNL to do the same? Is there anything genetic defect in BSNL to be a loss making firm. From my side it is a big “NO”. Being BSNL a state owned company there are many aspects that might be responsible for this stature of Brand BSNL.

BSNL was the icon of Indian Telecom industry. Yes it is true. As a PSU BSNL is having commitment to serve the society beyond its revenues. If it is going beyond where will be the profits come from. Suppose if you consider of providing a land line to a remote village, what is the amount BSNL is getting and what is the amount BSNL is paying as a capital cost. Entire a setup has to be made like, a call routing switch, laying of inter connectivity between the central switch and the local switch in the nearby the phone connection.

From the village/taluk mini exchange (switch) to the house hold, it has to lay a cable with pillars. After doing this much extent what BSNL is getting in return? God question na. It is getting around Rs 90 per month for bimonthly payment. For this Rs 90 connection, It has to establish the setup and has to maintain it accordingly. But as we all know there will be minimal connections in remote villages.

Why BSNL is doing these things making itself a loss making Firm? This is also a big question from my side. Just think you have taken a loan of Rs 1 lakh and had invested it in somewhere. Monthly you are getting Rs 100. Your monthly expenditure will be of Rs.200 and have to pay the interest of Rs.1000, means you cannot pay even the interest also. This is why the debt are going day by day for BSNL. Investing at non-profit areas making BSNL a loss making firm.

Furthermore whatever BSNL has established for rural connectivity is also being used by private players on rent.  Thought it is being one relief for BSNL. But the rent is not being credited to BSNL. BSNL can think of its business model and close its bleeding pockets and adopt the successful profit making models.

Like a standard concept of delivering rural telephony and data connectivity only through wireless segment, existing switches and new infra for landline and broadband will serve to existing exchanges. Marketing groups should have commitments with good incentives to boost the sales. Publicity is below the acceptable levels from BSNL, No body from BSNL is out there for publicity. This typical PSU culture of not owing the company should break. Sense of belongingness to the company among its own employees should be encouraged. Customer Support should be robust and existing portal complaint system is really yielding the results at some pockets of the country, it should be encouraged by even low level executives at all locations.

Beyond all these losses BSNL Kerala Circle is the one which making three digit profits, The same Model can be implemented to other circles, so that proven methodology is readily available with in BSNL.BSNL employees they themselves knows the lacuna of the companies policy, so they can suggest for improvement at policy making level. Which has to be encouraged at organisation level.

Government decisions like merging of sick companies with BSNL, further makes BSNL in to loss making company and make itself sick. This has to be thought hard to go further. Government should speed up its decision making time. So that whatever BSNL wants to update or increase its infrastructure will be in line with the market technologies.

If this decisions delayed, time between planning and execution is more making BSNL to lose its customer base for providing latest technology at later point of time. Which give private players an edge. Decision making of BSNL top management should be in time to minimise the delay between planning and execution time which will really yield revenues.

Ok, With all these points in hand, how BSNL is moving ahead. as BSNL all trade unions have declared that they are going to be on indefinite strike from March 17 2015. They trying to escalate these issues to the top men like Shri. Ravi Shankar Prasad ji, who is having a big plan for BSNL and also to the common man. That thier own BSNL is not loss making and also they want to pull resources from central to manage the crisis and look forward. As a common man we all support BSNL to be fore font in past, present and future..BSNL should not be only in History books. With out BSNL market equilibrium will be lost. Hope all is going to be well.

Main thing the policy makers in BSNL are not of BSNL, they enjoying all d fruits on deemed deputation from DOT since 2k n killing d trees where they sat. First the unions as well as Company should finalise d ITS officers merger into Bsnl r send them out, give d chances to all working engineering officers to work freely ...in single step ...all things will settle n compay which had crores of rupee vaulued fixed assets, will shine like any thing, but no chances in present politics....hoping all good days to both BSNL & people of Bharat...mahan...???!!!   2. BSNL is not making losses rather we can say it is paying the price for its so called social obligations. Forget about capital cost, BSNL is not able to recover the cash expenditures like electricity,rent etc in almost 80% of the exchanges. BSNL simply cannot close these exchanges due to various reasons being political one of them. Another weakness of BSNL is its huge workforce most of which are recruited in erstwhile DOT when manual exchanges were there and now become redudant in todays technology era. In any pvt companies their employees cost is around 7-10% of revenue but in BSNL it is more than 50%. Being a PSU BSNL cannot retrench its workers. If u can rectify these two weaknesses of BSNL then it will become the most profitable company of India.

    1. Political interference is so powerful that it is wishful thinking BSNL can reboot itself into a profit making telecom. You have made a good point about over-staffing - which is rampant in BSNL. There is also a lack of real in-depth knowledge of modern technology & management and it's timely implementation. Everything BSNL does is through a million green colored folders which go around all their departments till those folders are falling apart!!! By the time the actual project is implemented, the time-line is over, the technology has become obsolete. This is never going to work, The Babu culture will never change in any govt. organization unless there is pressure from top to "either change or be sold off." Can Modi bring about that change in the way the State owned entities function? If he can do that - wow - then that will be a real game changer in the way the Indian Public Sector functions. BSNL is only a small part of the PSUs full of dithering idiots who do no work - plenty, plenty more are there spread all across our vast nation. The sooner they are told to perform or be scrapped, the better the country will be. It requires great political will and courage to do that. It is only when PSU employees realize that their lives are no longer wrapped in cotton wool and their unions and their canteens and subsidies, that there will be change. An employee who knows he is never going to be sacked whatever nonsense he's up to - that fellow is never going to work sincerely from 9 to 5, as he just does not care. It is as simple as that.

  3. जैसे करनी वैसी भरनी। This statement is apt for bsnl employees... Government has given all resources to bsnl in terms of fiber and copper cable, large real estate, many state of the art equipments but bsnl employees are not making efficient use of any of the resources and pass the blame on senior officers or their colleagues from other sections for non availability... These days bsnl is not providing 3G dongle.... Some say, it is due to erp implementation in process or some say it is due to out of stock... Bsnl should adopt hire and fire strategy for all sections of employees.

  4. BSNL officials and employees want to learn many Things . Bsnl GM's and DGM's were not good and their knowledge is out of focus for thier failure..Since every body using Android phones , i met one DGM in chennai, he is simply asking what is android..the total failure of all Govt companies were ignorance, why to learn as due to Job security, corruption by officials and employees, even i can remember , my uncle gave 5000.00 rs to DE/SDE/JE/Lineman for a connection , Now when ICICI enters all Govt banks are changing , likewise when pvt operaters entered, this guys changed 30% , but wants more to change ..even in small towns, rural- for attending faults , this persons are begging..i recently read one news that LOCAL BSNL staffs itself sold 10 lakh assests worth scrapping materials in thier exchange to some Guys..This type of incidents are there.. In recent Telecom Daily, i read one article, when Private operators energize one cell tower within 45 days, but BSNL took 450 days for energize this all because of Lapse of knowledge , blaming GOVT is not a good one , first correct themselves.

    4. Absolutely right - except for a few smart young engineers, most of the line staff don't have any clue about what to really do about any faults in the network. They work like Robots (lol). Selling old equipment, that's been going on for a long time. There are some exchanges where new equipment lies in packing cases for so long they become obsolete!!! All because no proper administrative and managerial decisions regarding anything to be implemented. Red tape, babu culture, unions, no end to the rot.

The policies of government, negative attitude of employees, less devotion to duties by employees and payment more than work to employees, policy makers are not from BSNL, doubtful integrity policy makers , social obligation to provide services in rural area these are main causes for going BSNL in loss.
    when we spoke about loss in gethering, meeting stress the need for hard work but he himself not start working hard for BSNL, the company is live on only 10 to 15 % working employees of BSNL rest 90 to 85 % employees are getting payment without work. No responsibility is fixed and no work measured, if we want to bring the bsnl in really profit making company we have to change above all.

  8. BSNL is not at all loss making company but paying for social obligation and commission to the authorities in administrative ministry being paid from private operator. Apart from this, cohesiveness among top and bottom employees is missing. The company where syndicate of top management on deputation are working. This syndicate of top management is not at all affected from the profitability of the company rather they are most benefited if company is running into the loss. It is unfortunate of BSNL that strong association of top deputationist management is in place in BSNL for looting this company but division prevail among it’s own employees. This is good news now to see that all the BSNL employees at lower level are getting united to fight with such vested interest within and out of the company.

    1. rightly said top management working on deputation who have been caught red handed in corruption, molestation and corrupt practices are being awarded in BSNL and it's own employees who are raising voice against such corruption, molestation and corrupt practices are being penalized. this is only because top deputationist management is associated in form of syndicates for doing such wrong and corrupt practices.

  9. BSNL at present showing loss as per Profit and Loss accounts only.
    Let us think by Owner i.e. 100% stake holder GoI perspective.
    If one calculate the amount by way of Direct and Indirect taxes i.e. Services Tax the major chunk
    year to year since formation of BSNL, I am sure the amount credited to Union Coffer by means of profit and taxes, the same must be always on higher side even if we minus loss amounts.
    Means thousand crores of profit is covered through such taxes. Eventhough on Accounts book BSNL making loss, the ultimate revenue receipt to exchequer is never a loss.

    1. When only pvt co. started cell svcs they charged even incomming calls @Rs.4-6, & outgoing calls @18-20/- more than 4yrs. After entry of BSNL in Cellular svcs only chrges come down & now many svcs r free & several chg @ paisas, for 2,4,6,seconds.

  13. Good article, thanks for timely publishing. first of all the route cause of loss is to be detected,dissected and punished the responsible one. How many families including employees,vendors and other dependents will be on street if it is not taken care and also imagine telecom service without BSNL which is not imaginable. it will be just like medical and education services reachable only for those affordable which has been already experienced through mobile when it was offered by private operators only. Only way is make each and every person accountable in rendering service and treat accordingly by means of awards or punishment accordingly.

Strikes are the old tuime culture of lft parties controlling the unions and cannot work now in the changed circumastances and therefore the staff need to think twice before going on strikes whether definte or indefinete s it will be useful for the private operators to gain more ground as the vexed public will not wait for your benevelence and you should wait for them.Still the old culture of monopolistic thinking will not work and need to be changed
    Secondly the bsnl IS HEADED BY ITS OFFICERS whoo are with DOT and not with BSNL an ar only deputatanists and they will not lose whethwer the BSNL gain or lose as they are central employes.In several states there are no pares like drop wire,instruments,cables,modems and even SIM CARDS though net worlks are built with crores of rupess but found to be unused.In AP/Telangana there are NO SIM as per paper news and I m told thAT NET WORK worth 70 crores is lying unused but there are no askers s o why so.In UPAI the great damage was done by DMK MOCs like Raja,Maran etc.,resulting in 2-G scm, but Kapil Sibal did nothing to bail out BSNL except telling some sweet words in the parliamnet and unions /associations have done practically nil to improve this situation exccept some Dharnas and strikes and in what ay they help should be known to them only..Govt. should be prevailed upon to bail out BSNL and march to parliment till problem is solved and not strikes.

The staff strength of BSNL should be reduced at all levels bcos most of them do not have enough work.The private telcoms are using one tenth of BSNL staff and they all are making profits.BSNL employees can't always play the VICTIM and blame all others except themselves.They are under the wrong notion that the general public supports them.Unless the quality of service improves for which the staff is fully responsible BSNL will sink further.The unions are interested only in Pay rise, undue promotions,and unwanted strikes.GOD SAVE BSNL

Overstaffed, they don't really care about any customer (Just drop in at your local exchange & check them out!!!). the attitude that some of the SDEs, JEs have is shocking, as if they are doing us customers a favor. The public doesn't give a hoot about BSNL anymore as the private sector has kept them very happy with their products, service and hospitality. For example, who would want a BSNL Broadband connection in B'lore or Hyderabad when ACT outperforms them 1000% on all fronts. The rot will get so bad that finally one day the government will sell BSNL off totally, once and for all. The broadband rates are exorbitantly high, with ridiculous FUP limits that make no sense at all. it's all just a scam to pay all their excess staff their lovely salaries and benefits across the board, from top to bottom. At the end of the day, they can't show a profit coz it's all gone into everyone's pockets!!!! There is no profit to reinvest into new technology and that is the downside off all this.

Bsnl was making profit of more than 10000 crore in 3004-05 with same employees(25-30%% more than presently),but in 2011 it start making losses of 8000 crore.so lost about 20000 crore in 7 years. Employees are same (strength reduced).is this due to employees stopped working,business reduced or otherwise.pl introspect these facts.

  17. Bsnl is a non profitable sector now a days due to the wrong decession of the govt who made it psu . Here policy makers are Britishers(ITS officers those are not absorbed in bsnl).and staffs of bsnl are the Indians thouse are fighting for their freedom of bsnl....but freedom of bsnl is possible ONLY if govt. REAlY want/desire it for the interest of general public.So in my view bsnl employees should not be worried ..leave it to the central govt. let them take decession in favour of /disfavour of the interest of general public of India on security ground and shaining/ruining of INDIA ground .
    At last I hope freedom of bsnl is in door step.

I will say one thing the decisions are being wrong and the customer attraction schemes are taken off like 1p/sms at rs21 in the past for 1month, unlimited internet packs, worst customer care services, the employees who are not working must be removed from their post permanently so that ever employee will work hard to get profits or otherwise reduce the government employees like exchanges and give it to the retailers so that they can save time and money, sim issue/lost/replacement must be done in any exchange without discrimination of exchange center in the entire circle/ nation wide.

  19. regarding the land lines in rural areas there is no loss but due to the bribes in the entire system like from issue to disconnection all are taking bribes like for repairing the connection charging officially some amount and they are asking for the extra money like Rs100 for one time and for all the festivals and all other sort of issues they are taking bribes like Rs 100 to Rs 5000. the customer care service is also worst and even those were not aware of the policies and the updated schemes. for example in rural areas for 1200 one wireless landline will be given and they will get 1200 talktime valid for one year and for getting this connection one will go to the nearest exchange and they will say we will bring the equipment from the head office and they will never bring it. so at the same time tata or reliance will launch the same scheme by bringing all the equipment and giving the live demos and at the same cost so what will the customer choose????? this is why bsnl is getting loss in landlines even in towns and cities also and the discrimination of cities/towns/rural areas is also one reason for the losses as in cities like hyderabad beam is giving high speed internet for low cost but bsnl is pricing high by showing that its providing the services in rural areas also but in rual areas also they are getting a very low speed of 512Kbps for rs 625. so no one is getting benefited and if they are giving 2Mbps at rs 500 with Fup upto 20GB and after that speed limit to 1Mbps then so many will take the landlines as combos. so that bsnl will get profits

  21. As in Govt of India Undertaking Institutions/companies, BSNL also has a social responsibility. As is clear from the above article there are areas in(rural and remote) India where only BSNL is present as the only tele-services provider. How can one expect of earning profit from such social cause? May be, some day someone asks the the communication ministry about their profits earned from public of India? Life cannot always go along with trading and profit earning.

  22. BSNL requires a lot of changes, the mindset of people sitting at Corporate Office should change first. You will be astonished to know that there are lot of Landline plans and Broadband plans and some of these plans do not have any customers. Customers as well as executives at Customer care center are often confused with so many plans. Corporate office should learn how design a plan by seeing a Pizza hut. There will be only two base models (Thin crust and thick crust) remaining things are pick and choose. The mind set of Corporate office is very old days practice and they are trying to sell those products which they do have but not customized to the customers desire. There is no customer centric vision. Very bad HR management. The managers are very smart and know how to manage themselves to be very comfortable since they are not BSNL employees (They are the guests from DOT to loot BSNL)

  23. Attitude of employees is making BSNL sick. All employees are concerned about their salary and nothing else . If Rs.10 is deducted from their salary they will write many letters and will fight but when it is loss of crore of Rupees of BSNL they show ignorance. They are not loyal to organisation . If officers will not take ownership no improvement in services can be made. Compulsory retirement is only solution or retirement or age shall be reduced to 58 . Corruption is to be stopped from top to bottom.

Dear friend can you tell me what else the UNION can achieve for you by going on strike except one day pay cut.These strike tactics will work in govt. and not in PSUs especially those running in losses.Great cos., (PSUs) have disappeared, don't have illusuions.I also advise you to post once or twice and not too many times which make confusing reading for others

  26. iam employee of bsnl. the real reason for loss is most of unqualified employees are promoted to higher post due to association pressure on mngt. if this bunch is remove bsnl will automatically be in profit. only in bsnl non engineer are call as engineer

What is your statement ? you may be a engineer graduate , just joined the BSNL , oh! man we are non BE graduates & doing all type of soft & hard ware works & we worked since from "number please" system to 3G.without bookie BE knowledge. Let me know in which dept you are working & what out put you are giving as a "BE" .Now we are also doing job with BE employees, & we know what knowledge they have & what knowledge a non BE service employe have . take your words back

    HIGHER PROFESNAL DEGREE PL CHECK YOUR SSA'S TOTAL STAFF QUILIFICATIN THEN STAT MR FOOLISH, NO SAY FALES WITHOUT DEEP KNOWLEDGE

Last week I requested a broadband plan change through Bsnl Self care portal and yesterday someone call me up to informed me that a broadband plan change can only be done if i put in a written request to the SDE. When I ask him what is the use of online request process if I have to do it manually? He replied that this is the way it's always done and hung up.The next day the phone line went dead and honestly I won't bother re-activating.I have used Bsnl BB from the 2000's and I think the time has come to change, hopefully to Reliance Jio when they launch( I've seen them laying cables around my locality) and when that happens Bsnl will loose it's monopoly.
    PINGS OF 200ms WITHIN INDIA IS UNACCEPTABLE BSNL AND SO IS 500ms PINGS TO EUROPE.YOUR PINGS TAKES A WORLD TOUR AROUND THE WORLD BEFORE IT REACHES ME.

  30. They will never change..the attitude towards customer is very bad, as if they were doing us a favor when it's the other way around, customers money is paying their salaries. Go with Reliance and have peace of mind. or ACT broadband if they function in your area. I used ACT in B'lore and they were AMAZING. Fantastic customer care too, not like talking to these knuckleheads at bsnl.

  31. There are abosrbed ITS officers as well unaborbed. As per the court directions absorbed officers are given upperhand in promotions when compared to senior unabsorbed officers. Because of this some seniors unabosrbed ITS officers are unwilling to work under their junior absorbed ITS officers in protest. This is having a great impact in the outcome of BSNL apart from all the above said problems

I can see initial quote is from BSNL employee who is trying to defend work culture of BSNL by showing they are providing land line , lease line , mpls etc in remote are which is causing loose of revenue . Now days rarely people are using land line , even you go to remote village you can see private player signal is far good than BSNL . I have worked with BSNL employee around four year 90% staff are reluctant to work , just they follow the traditional bureaucratic style , just passing the buck , if you go to circle office complete red tape concept is there , most of the ITS just pass order nothing else , field staff like SDO/JTO/TTA are more in involved in making money... Can some body tell me is the such kind of company going to survive in such a competitive environment ?
